Top level pages are pages that are not in a section or category.
An example of a top level page would be a Contact Us page, About Us page, etc...
To create a top level page go to Site Content -> Top Level Pages. The screenshot below shows 2 ways to create a new page.
Give the page a title. About Us for example.
Then click the continue button at the bottom of the page.
For top level pages, it would be best to use the Page Designer to create the content for that page. Click the Page Designer button to launch that. Learn more about the page designer.
To add your page to the main menu, click the Add To Menu tab, or go to Design - Menu Links and you can add it from there also.
