I have moved hosts and now the emails are not sending. I upgraded to the 3.x hoping this would help, it did not.
What things could be blocking the email from sending?
I have tried both methods listed here

Go to Settings -> Mail Sending Settings. If you by chance have it on the SMTP PHPMailer option and still have your old host information in there, that could be it. Change it to PHP mail() and try that.

I did try the php mail method and it did not work either.
