Is it possible to have options for each photo inside of a collection?
Example 8 photos in the collection, ability to select some of them for subject knock out or retouching.

The image options aren't available in collections. You would have to add options to the products (in the product base) for those products in the collection.

I have it set up as selections only. Do i need to use a product instead?

You could use a product instead so they can have the options available. You would need to create a new collection though.
