Customer That Can Order For Free? School Yearbook

I have several school that I will provide any images of the action shots I shoot at games to for free.
I would like to put the gallery of the action shots up for purchace for parents and others, but also allow the school yearbook (1 account for each school) to choose from the images in the same gallery for the yearbook. I want to be able to get a list of the images they want so I can send them the images or is there a way the website could auto send them?
How would be the best way to do this without messing up the gallery sales total. Could a customer have a special price list? Or do I need to add credits to that customer? Or is there a better way like favorites or such?

You can set up those people for free downloads and they can download them from the gallery
