Orders Not Finalizing But Payment Is Taken

I haven't changed anything on my end. This is a new issue this week. 

I'm getting payments to come through (I use PayPal) but there are no orders. Instead, orders are being left as open shopping carts. I'm manually having to create an order and match up orders to payments.
I'm on BlueHost, not sure if that makes a difference.

It looks like Paypal disabled my IPN. Yay.

I'm trying to turn it back on. Is the URL the one that is in the notifications?
In my case....
mywebsite.com/Clients/sy-inc/store/payment/paypal-standard-return.php

Yes, that would be the URL, but you shouldn't have to add that. Sytist sends the URL with the payment information. 

But if it is making add a link, that would be it except replacing mywebsite with your domain.
