"no Discounts" Still Allowing Discounts To Be Used

Hi!
I've got a gallery set to Pre-Register with a $25 regisration fee. I have the box ticked to now allow that fee to be discounted with a coupon.
However, someone just registered and used a coupon, which was accepted.
