Image Options Not Showing Up For Downloads

For whatever reason i cannot get image options to show up for my Downloads in one of my price lists. I have it selected in offer on downloads.
image options are working on other product groups within this price list, just not on downloads
is there something else I'm missing on my product or price list settings.

Edit your download product(s) and see if you have "Do not offer image options if available in the price list." checked.
