Changing Panel Colors

Where is the color control for the green panels on the attached image? I want to change the color for better visibility.

It uses the colors from your top main menu in your theme and the form buttons color from  the forms in the theme. 

There is information on overriding with additional CSS in the manual here. 

i managed to change the image selection panel to black per your css code but for the life of me i can't locate where the light green panel with YOUR PACKAGE IS COMPLETE. I looked at the top main menu and nothing there is light green nor the form. Anywhere else I can look?

That is coded in. You can use this in the additional CSS to change it
