Secondary Contact Compulsory Fields - Pre-registration

I'm setting up a pre-rego gallery.
When I enable the option to add a secondary contact, it appears to become mandatory that a secondary contact be added?
I can't work out if I'm doing something wrong, but I'm sure it should be optional for them to add a secondary contact.
On the test gallery I'm running, it will only allow the customer (me) to proceed to the next page if I complete the secondary contact info.
