We have the payment option turned off so a pending order can be reviewed to apply any possible credits or discounts to certain clients. However, when they submit the order they get this screen with the option to "Pay Now" in the corner. Where is the setting for that to be removed? We currently have it set to disable Square payments in the gallery they are viewing but that button allows them to pay.

To not have the pay button show on orders made with the pay offline option (and no option to pay later), click on Settings in the main menu of your Sytist admin.
Click edit config file UNDERNEATH the left menu.
Add this line of code before the closing PHP tag ?> and save:
$setup['do_not_show_pay_now_button_for_pay_offline_orders'] = true;
