*.sql Database Backup Downloads - Now Showing As A 403 Error

Hi Tim.
Should I be concerned that I can no longer download the SQL database backups created at Settings >> Database backups by just right clicking and choosing 'save link as' in Firefox? Might it portend possible future permissions problems?
FF actually downloads it as a 1.2Kb html error file rather than the .SQL file.
I can create the database backups just fine, and they FTP download just fine from sy-misc/database_backups.
I have recently undergone a server change at my host, which might have something to do with it.
