Wrong Tax Charged Because Of Different Shipping Group

Hi,
The site charges the wrong tax on one gallery because of a different shipping group including a pick-up option.
In the settings I have the right amount for the province Quebec (14.975%) but it charges only 5% if you enter a province or not.
It was the first time I was using a pick-up option and thought I had it set-up right. How can I fix that so it charges the correct tax? It charges the correct amount if shipping is included but not if it is only a download purchase.
