Deleting A Category

How do I delete an entire category? I've removed all pages from the category but the delete option is no longer available. I'm trying to reorganize my categories but can not figure out how to delete one that is no longer needed.

All sub categories and pages must be deleted. Then edit the category and click the Delete tab.
