Can I Change The Message On The Terms & Conditions Pop-up?

At check out I require them to agree to a Waiver before proceeding. If they fail to check the "agree" box, a bubble pops up that says "You did not accept the terms & conditions".
I would like to change that text to say "You must read and agree to waiver before proceeding"
Where can I find that text?

Sorry, there is not an option to change that. It is hard coded in.
