If a customer opts to mail their payment for their pre-ordered Digitals, will the software automatically halt notifications and the download option for that customer? Or do I need to take additional steps to ensure that the digital download link isn't shared when I distribute it to other customers who have already paid for their pre-order?

The products on the pre-order are added to the customer's account when the order is placed. It doesn't take into account the pay offline option. So they products do get saved to select photos for even though it is a pay offline option.
Would probably be better to disable that payment option for your pre-orders. There is an option for that when editing the pre-order gallery.
