Opening Countries And States Page Makes States Table Grow

I saw when doing some maintenance on the sql server that the ms_states table had almost 30.000 rows in it. I recreated the table with the initial records when installing sytist, so it had the ~234 rows it used to have. I saw that table grow every time I opened the Countries & States page in the admin by ~200 records. What can this be?
Running Mariadb 10.11.7 and php 8.2
