Retouching As A Price List | Image Option And Free Shipping

While revamping a shipping group today I noticed that Retouching (as an Image Option in Price Lists) does not count towards the free shipping threshold.
Example: Free shipping over $50
Package $43 + Retouch $8 = $51 triggers a shipping charge.
Package $43 + Addon $8 = $51 invokes free shipping.
Is this intended behavior, my configuration error, or a bug?
