Shipping To Some States Not Applying % Increase

I have applied different shipping rate % to different states in Australia but for 2 of the states it does not apply the increase.  Norther territory and Western Australia the rates are missed?

This is because there are duplicate state abbreviations in the database. 

What you would have to do for now is in Settings -> Tax, click into Canada and enter in your tax rate for Norther territory in Northwest Territories

Click into United States and enter in your tax rate for Western Australia into Washington. 

This is for the shipping % increase costs.  dose the shipping also use the tax abbreviations also?
