Colorado's New Retail Delivery Fee

Hello,
I am on an older version of Sytist (3.2.2)
Is it at all possible for me to add a flat rate delivery fee like a tax? I see that there is a place where you can add a shipping % based on the state but this fee is a flat .27 per order.
I think it needs to be it's own separate line item so I can't just eat the cost myself and submit to the state.
Any ideas for how I can comply with the new state mandate and have this added on as a separate line item to their invoice?

There is currently not an option in any version to add a flat fee to each order. I'll make a note of it.

Maybe until Tim can add an features like that you can add it to your product options. Add a Dropdown box or whatever field you want and ask if they want it delivered, and they select yes, add the fee associated to it.

Tim, yes, if you were somehow able to do some sort of thing like with the tax area, but instead of a % that would be so helpful. Here is the new rule for Colorado, FYI:

We have something called Tabor here which makes it really really difficult to just add things like this into taxes. So the state just comes up with workarounds like these "fees" to get around having to have the taxpayers vote yes to tax increases. It's really annoying. So basically, I need a way to add a flat rate fee like this but only for Colorado. I will upgrade as soon as you add it if you can!
