What Does Crossed Out Email Address Mean?

I've just noticed that some emails are crossed out and when I send email to 'people who have purchased', they don't receive my email. (see attached photo)
What does the crossed out email mean, and how can I un-cross it?

It means "Did not consent to send emails about the gallery or on the opt-out list". So they have selected to not receive emails like that.

Hi Tim, Is there any way to un-do the crossing out? I know this client and when I asked her she doesn't remember opting out.

You can go to People -> Opt Out Emails, mouse over the email and then select removed.

But they did click the option to not receive emails.

They definitely do it but it's because they think they are opting out of "you just won a car!" type spam and omg, no, I just need to tell you how to access a gallery you want!!
UGH!!

So I download all the people into a spreadsheet and email from there, really annoying, and it feels slightly wrong, but they registered to get a gallery, so how can I send a gallery if you've said "please do not contact me?" .. ugh.
