Is it possible to offer a coupon that gives customers free shipping?

I am still interested in a coupon for shipping. I am currently creating a coupon to cover the shipping cost but it is messing up my sales tax numbers.
I have it set to apply the shipping before any discounts (but the shipping is not taxable and it is applying the discount to the taxable part of the sale).
I found where you can calculate the tax before or after discounts I had it set to after do I need to change it? I have not checked the box to include shipping charges in tax calculation (because my state doesn't charge tax on shipping).

Please help. I have customers placing orders and paying through paypal so I am going to have to refigure the tax and pay the difference.

Editing to add: you can give free shipping to galleries by making a new Shipping Group. This lets you build a new price structure for the shipping and then apply it to specific galleries or gallery types. It's not quite as handy as giving a coupon code or adding a sale option but it is a way to make it happen.

You can even make the shipping group change after a certain length of time so you could apply a discounted Shipping Group to a gallery type for a set amount of time and then change to a normal one after that. It would be sort of like an early bird special for shipping.

I see when making a coupon there is the option to include free shipping, but still not the option for only a free shipping coupon. This would be a super useful feature. 

It would be very handy for when we want to offer Free Shipping to just one particular customer from a gallery with multiple customers. 

WORK AROUND: (worked for me)
Set up a coupon with the order price $0-$99990 as $0 discount, but WITH free shipping.
Then, set the order price $99991-$99999 as a $1 discount.

This will work, provided you're not selling anything in that range over $99,990. And honestly, if you are, the $1 discount is the least of your concerns hahahahaha
