Top Mini Menu Invisible At Mobile Browser

Hello,
our Top-Mini-Menu is shown on normal browser only, not on mobile browser. Is there anything to do in order to enable Mini-Menu for mobile browser, too?
Below is the CSS-content of actual Theme, I had to change z-index from 99 to 3, but don't know either why it was set to 99 nor why it obviously necessary to set to 3:

It is included in the main mobile menu. There is no where to put it on mobile, not enough real estate.

thank you for Clarification. All I want to do is to have an easy way to login on mobile browser (no need for opening the sandwich menu), just have the login above the logo. Any way to do this?

Only way to do something like that would to add it to your mobile header in Design -> Header & Footer -> Mobile Header.

Are you talking about, there is a way to add mini-menu into mobile header? If yes, could you provide a code-snipped to be pasted into Mobile Header?

That is not what I am saying. You can try to make a link in that mobile header along with your logo to log in. I don't have any code to just paste in there for that.
