Page Designer Not Working On 404 Page

The Page Designer is not working on the 404 Page.
Clicking the link just takes you to the 404 page but the page designer is missing.
Developer tools is showing an error
Failed to load resource: the server responded with a status of 404 (Not Found) ?action=editdesign:2

Yes, this is something on my to-do list. Page designer does not work for the 404 page.
