Does anybody know how to add / edit countries and states for shipping

You can go to Settings -> Shipping and enable the available countries and states.

You certainly can, but many countries have the states/counties/regions missing.
Can these be added or edited without having to edit the database directly?

You would have to edit the database directly.

Okay, that’s no problem.
I have a list of all the regions for all countries from my e-commerce site. If you like I’ll send you the sql file with all the regions once I’m done.
