Shipping Charges

We have a few galleries that are set to a zero shipping and some that are set to our default shipping. But we keep getting random orders that are being charged shipping when they shouldn’t be. There is no rhyme or reason that we can figure out. Please advise.

Are they possibly ordering from 2 different galleries? Is there anything in common with the ones getting shipping when it shouldn't?

No. We have tried to find a common factor and can’t. It’s very random but seems to be happening quite often. And then I’m having to go back and refund clients these shipping charges...
