When I select a template (Template 8), edit it by changing out the photo and adding some text, Change the template name, and hit save, the endless wheel just keeps spinning and never actually saves my new template.

Most likely when you are saving it is triggering Mod Security on the server. Mod security is good but also has false positives.
You would need to contact your hosting company support and let them know you are triggering it and they can whitelist the rule you are triggering.
