Editing Panel Always Displayed?

On our ordering page (www.getmyphotonow.com) the editing panels are always showing (delete row, move row, etc....). I am not logged in as admin and it even shows up in an incognito window. I have looked through my files for a possible permissions error but they are all 644. Any ideas?

Looks like the code got corrupt and cut off and left in the database field. What is the link to that page?

I went to Content -> Manage Homepage -> Page Designer then just saved and it removed it.
