Can We Make It So Clients Can't Create Their Own Accounts?

When we finish our work for a client, we create an account for them and send them an email to set up their password. 

We will sometimes get people who set up a second account and then things get really confusing for us. Ultimately, not looking for a work around because we're using Photocart quite differently than most (we're photo lab) and there's too much to explain why we do things how we do them.  I simply want to know if there is a setting making it impossible for people to set up their own account or some way to prevent this entirely.

diable account creation in checkout options. All of this stuff is in the maual.
