I’d like to repost an expired gallery? If it’s no longer listed in the section, will I need to recreate the gallery?

Expired galleries are still listed with the rest of the galleries in the admin.
If it is not, then either 1) you completed deleted it which means it can't be reposted or 2) you archived it (new feature in the 4.6 update) and it is in the Archived tab.
