Is there a way to set this up.
I have a list of items the client can choose from. The first is $15 and each additional is $10.
This is how what I call building your own package. Then after they choose something from that "Package" list they can purchase from am add on list of other items.

This gets me 99% of exactly what I need! Is there a way for them to change the quantity of the products they choose?

Yes, they have a quantity option when adding to cart.
