Charging Shipping On Downloads

We have a simple $9.95 flat rate for anything we mail out via USPS. But my site is also charging that flat rate on the digital downloads. I obviously have a setting wrong, but not sure what...
I default FlatRate set for $9.95 and then the USPS is also set at $9.95 - I've tried setting the default to $0, but it didn't make a difference.

If it is charging shipping on downloads then they are not just purchasing downloads. Downloads won't calculate any shipping.
You can email me the following for me to look into it if you like:
1) The link / URL to your Sytist admin (where you log into your Sytist admin).
2) The admin username and password (or create me an admin account by clicking Admins in the upper right corner of the admin pages).
3) The order number of an order of downloads with shipping charged.
