Pre-order Shipping Charge

When doing pre-orders should the shipping charges be added, or can I wait and have them select their shipping option when they come back and select the images for their pre-order.
I am going to offer a batch shipping option back to the school/league at no charge for a couple weeks, and also the option for shipping directly to their house.

The shipping will be calculated when they are placing the pre-order then shipping will not be offered when they select photos for their products.
