Paypal Website Payments Pro - Response: This Transaction Cannot Be Processed

Hello,
For the last few days we have been getting intermittent calls from customers unable to pay (see screen grabs of error message). At the same time we have also still been receiving regular orders coming through fine. Not sure what is causing the issue? We are having to do manual over the phone transactions with our EFTPOS machine for around 3-5 customers per hour....the rest are going through ok as per normal. Does anyone have a fix?

That message "This transaction cannot be processed) is coming directly from PayPal. Do you will need to contact them to find out why.
