Batch Create Customer Accounts?

Is there a way to upload a csv to create multiple customer accounts at once (and presumably prompt them to create their password with the welcome email as normal)? As people sign up on-site during an event for a shoot, we would like to create their account for them so when their personal sub-gallery is ready to view later, they are already in the system.
