Did you try to re-install or something? Unless it has always been that way, that is the only way they could have gotten duplicated.
The only way to fix it is for you to email me your hosting info so I can access the database, unless you want me to type out the instructions to do to the database.

Morning Tim. This was a fresh install for my client. I thought that was weird. I am confident if you send me instructions I came execute them. My servers sit on an AWS EC2 platform.

Oh ok, that makes it easier then.
In that Sytist admin, click Settings in the main menu then underneath the left menu click MySQL Query.
Copy the following line, paste it in there and click run and it should take care of it:
DELETE FROM ms_payment_options WHERE pay_id>'25';
