Replace Photo Doesn't Move Forward To Allow Upload

When in an order, I click on "Replace Photo" and the page clocks and clocks but the replace photo upload screen never pops up. I am an admin with full access.
Another admin with full access on a different computer in a completely different location does not have the same issue.
I've tried restarting my computer and even tried another computer and the problem persists. Any thoughts on why I can't move forward with uploading photos for orders?

Sounds like something in your browser is conflicting with it. Can you try a different browser?

Most likely it is falsely triggering mod security on the server, a possible 403 error.
403 error is usually caused by triggering mod security on the server (or ModSec). Mod security is good but also has false positives.
You would need to contact your hosting company support and let them know you are triggering it and they can whitelist the rule you are triggering.
