I have read the article at https://www.picturespro.com/sytist-manual/articles/paypal-checkout/ and I am lost on the fact when I click "Live" I have no default app it says to click here to create one but I am unsure of what to do after that.

Just click the create app button and follow that.
But PayPal checkout won't work until I release the 3.9.2 update tomorrow morning.
