I have recently updated to 8.3.8 version , I am running on server php 5.4.16 , I can change to 7.1.33 or 7.3.21 .
Which version is recommended , and must I do any change on database ?
Also I can see on Photo-settings to update all pictures with endpoints , I have not made any change on Amazon S3 account , but I am afraid after update to loose photo S3 link or whatever, is that update secure ??

PHP 7.3 or even PHP 7.4.
You don't need to make any database changes.
You don't need to update the endpoints unless you are wanting to change the bucket for some reason. But if you do it will be fine.
