403 Error When Making New Email Template And Site Not Sending Client Email

I am trying to make and update my email templates but when I save the template the next page comes up with a 403 error. Also, going into my Email Settings, I can send and receive a test email, but when it comes to sending the client an email - to say their previews are ready - then I get a funky-coloured band at the top of the page and the email doesn't send. The page just hangs and I have to refresh the page to clear this.
All was working fine till recently. Automatic emails are turned off.
Is there something I've overlooked, or is my hosting being hyper sensitive to PHP changes?

A 403 error is usually triggered by Mod Security on the hosting. Mod security is good but has a lot of false positives. You would need to contact your host and let them know you are triggering it and they should be able to whitelist the rule you are triggering.

It was my host. My hosting was locked down pretty tight against cyber bandits.
