Verify Email And Password

I cannot seem to turn off the verify email and password options. I have un-ticked them from the account settings but they remain on for every checkout

Those options currently only apply when someone creates an account. It doesn't apply to the checkout page.

here are 2 screen captures. One of the checkout screen and the other of the settings page. Settings have verify password off and verify email off. However the checkout out clears asks to verify password and email
