What Does The Add To Order Message Do?

What does the add to order message do on the service product side bar? I put type in there but it does not show up when the product is in the cart? My product in the cart only has a title without any description on what it is or what is included in this product. Hope that explains what is happening

When someone purchases that item, on the order view it will show that message with the item on the order. It does not show in the cart.
