I can't get coupons to caluclate correctly with tax. I've tied both options calculate before and after tak and neither work.
eg customer has a coupon for $50 and they order $100 (incl 9.90 tax) of products. I want the total order to be $50. At the moment I can't get that. It either takes the discount off 90.90 and adds tax which is 40.90+10% =~$44
OR it takes it off $100 and adds 10% tax to $50 = $55.

Sounds like you are showing prices including VAT. The discount is going to come off the product price ... excluding VAT.
