Shipping Conundrum

I can not get control of the shipping charges they are always 28.50 no matter what I do. I have deleted all shipping categories and methods and put in only one in the default folder and still it is always $28.50. jon

In Settings -> Shipping, see if you added an additional shipping charge percentage for your state or country (+ Shipping % column). Also check the product you are purchasing and see if you added additional shipping charges for the product (edit the product).
