How do I disable displaying the image's "Meta Description" in a gallery? There are only certain situations when I would like to display it.
Is there a setting to enable/disable displaying it somewhere?

You can remove the captions (the meta description) edit your theme, and in the the additional CSS , add this code:
?.photocaptioncontainer { display: none !important; }
But this will remove all of them.
There is not a way to just disable it for one gallery unless when uploading the photos you select to not capture the metadata.

That ? shouldn't be there (not sure how I got it there). Try this:
.photocaptioncontainer { display: none !important; }
.photocaptioncontainer { display: none !important; }

I noticed the CSS is also hiding the slide-ups that are on the image thumbnails from the main gallery pages. Is there a way to preserve those?
