Convert Shopping Cart To An Order

If a customer has items in their shopping cart and calls by phone to place the order, is there a way for me to change it into an order and mark it paid manually?

Only if they are logged into their account and have a shopping cart. If so, view their account, click the log in link and you can log in as them and place the order.
