Possible Coupon Bug

I issued a coupon to a customer for $250. When creating it, I specified it to work on any order from $250 to infinity. The customer placed an order for $182, and entered in the coupon code. The cart subtracted NOTHING from her order which is fine since it didn't meet the requirements, BUT...it shows her coupon as being used and can't be used again. My guess is that she should have received an error statement that says "your order did not meet the min order requirements of $250."
