Under Customer, Says 2 Orders Placed But 3 Emails Sent

The customer placed 3 orders, on the main dashboard page it show 3 orders under the newest orders box. If i go to the customers page the Orders tab says 2 and the Email tab says 3.

Both the newest Orders and the Email tab show orders 1028, 1029, 10,30 but the Orders tab on her account says lists orders 1029 and 1030 only.

The first order they placed they did not create an account. I can tell by their name not being a link for order 100028. That is why it doesn't show in their account.
