Header Is "behind" Page Content When Scrolling Down.

I am not sure if this is a bug or there is a setting that will fix this behavior.
When I set my header to be "pinned to the top of screen", is there a way to keep the header "in front' of all other pages/content?
Right now, on the home page, the header is on top of the other content so when I scroll, the page content scrolls "under" the header.
But for all other pages, the header is "behind" the page content. What's worse is that the page content is on a transparent background so you can see the header under the page title and page content when you scroll down.
You can see this behavior on this page:

The other problem is that the drop down menus on the menu bar don't work either since they open behind the page content and therefore you can't click the lower sub-menus.
Please let me know if there is a way to fix this.

Not sure why it is doing that, but this will fix it.
Go to Design -> Edit My Theme
Click Additional CSS in the left menu
Add this line of code in the CSS area:
#headerAndMenu { z-index: 2; }
You might also want to click Header in the left menu and check the option for "Make Background 100% Wide".
