Hello,
I updated and saved my theme, however the blue bar is still at the top of the screen and asks me to update, when I try to update again it tells me it's unable to fetch the update files. When I go into Edit my theme it tells me it's running version 4.0 and it does have some of the 4.0 new features.

I'm thinking some sort of cache issue. Try clearing the cache for your site in your browser.
You can also click Settings in the main menu then underneath the left menu click "Check for update" and see if it goes away.

Thanks Tim,
That seemed to solve that problem, however now we cannot change the status of orders and Notes are not saving. It keeps saying removed from archive, but does nothing. I tried it in 2 separate browsers.

It sounds like your or your hosting company may have added a cache service to your website (Varnish, Cloud Flare, Site Lock, Sucuri, etc... ) which can cause weird things to happen like things not seem to be saving, seeing shopping cart contents of another customer .... because of the way it is caching the pages. If you have not enabled one, check with your hosting company to see if they have and if so, have it disabled.
