Keep Header Visible While Scolling

Is there a way to keep the entire visible at all times, even when scrolling?
Currently, when scrolling, 80% of the header disappears form the top of the screen.
I have tried various CSS entries #headerAndMenu { z-index: 2; } and #headerAndMenu { z-index: 3; } to no avail.

When editing your theme, check the Pin to top of screen option in the header section.
